Transfer Guidelines of Kendriya Vidyalaya Sangathan: Kendriya Vidyalaya Sangathan (KVS) is a central government educational institution in India. The transfer policy of KVS for its employees (teachers and Non teaching staff members) is designed to ensure a fair and transparent process for the transfer of employees from one location to another. Currently (31st March 2023) total 1252 Kendriya Vidyalayas are running under Kendriya Vidyalaya Sangathan (KVS). The KVS transfer policy is designed to balance the needs of the organization with the welfare of its employees, while ensuring a fair and transparent process for all.

KVS stands for Kendriya Vidyalaya Sangathan, which is a system of central government schools in India. KVS Transfer refers to the transfer of teaching and non-teaching staff members from one Kendriya Vidyalaya school to another.
The objective of KVS Transfer is to ensure a fair and equitable distribution of teachers and staff members across Kendriya Vidyalaya in different parts of India. KVS Transfer Guidelines: Applicability
The KVS Transfer policy is applicable to all teachers and non-teaching staff viz., all categories of teachers, Librarian, Head Master, Assistant and all Group C employees of Kendriya Vidyalaya Sangathan (KVS) in India. As per the KVS Transfer policy and Guidelines, all employees are eligible for transfer after completing a minimum years of service at their current posting. However, there are certain exceptions to this rule, such as transfers due to administrative reasons, medical grounds, spouse grounds, etc.

Types of KVS Transfer
Transfer may broadly be classified in two types,
- Administrative Transfer: It is the KVS orders suo motu in the exigencies of service and administration and in public interest.
- Request Transfer: It is effected based on the request of an employee.

- All employees of KVS are subject to transfer at any point in time, based on the administrative requirements of the organization.
- The transfer policy is reviewed and revised periodically, based on the changing needs of the organization and the feedback from employees.
- The transfer orders are issued by the KVS headquarters in consultation with the regional offices and the concerned schools.
- The transfer orders are generally issued in the months of May and June, before the start of the new academic session.
- The transfer orders are based on a combination of factors such as the employee’s seniority, performance, personal circumstances, and the administrative needs of the organization.
- Employees who have completed a minimum of 3 years of service in a particular location are eligible for transfer.
- Employees who are due for retirement within the next two years are generally not transferred, unless there are exceptional circumstances.
- Employees can submit a request for transfer under certain conditions, such as medical grounds, spouse’s transfer, and extreme hardship.
The transfer orders are generally final and binding, and employees are expected to comply with the orders within the stipulated time period.

Factors, Points and Calculation of Displacement Count of an Employee for Displacement Transfer
Displacement Count of an employee shall be computed by assigning appropriate points to such appropriate factors considered material for displacement as per the following:

KVS Transfer Guidelines & Policy for Request Transfer of KVS Employee
