KVS Guideline 2023:  Know Term & Conditions for opening New Kendriya Vidyalayas KV School bye laws

Terms & Condition to Open KV School: KV schools are a system of government-run schools in India that are affiliated with the Central Board of Secondary Education (CBSE). To open a KV school, the following terms and conditions must be met:

Land and Building: The land and building for the KV school should be provided free of cost by the sponsoring agency. The sponsoring agency could be the central government, state government, or any other organization approved by the government.

Approval from KVS: The sponsoring agency must seek approval from the Kendriya Vidyalaya Sangathan (KVS) for opening a new KV school. The KVS is responsible for managing the KV school system in India.

Financial Assistance: The sponsoring agency must provide the necessary financial assistance for the construction of the school building, purchase of furniture and equipment, and payment of salaries to staff.

Infrastructure: The KV (Kendriya Vidyalaya) must have adequate infrastructure facilities, including classrooms, laboratories, libraries, sports facilities, and other essential amenities.

Staff Recruitment: The KV must recruit staff members as per the guidelines provided by the KVS. This includes the recruitment of teaching and non-teaching staff.

Curriculum: The KV (Kendriya Vidyalaya) must follow the curriculum prescribed by the CBSE. This includes textbooks, syllabus, and examination patterns.

Admission Guidelines: The KV (Kendriya Vidyalaya) must follow the admission guidelines provided by the KVS. This includes the reservation policy for SC/ST, OBC, and other categories.

Monitoring and Evaluation: The KVS will monitor and evaluate the functioning of the KV school regularly. The school must comply with the guidelines and regulations prescribed by the KVS.

Affiliation: The Kendriya Vidyalaya should obtain affiliation from the Central Board of Secondary Education (CBSE) after fulfilling the required criteria.

Compliance with rules and regulations: The Kendriya Vidyalaya should comply with all the rules and regulations set by the KVS and CBSE from time to time.

It is important to note that the terms and conditions may vary depending on the state and location of the school. Therefore, it is advisable to check with the local KVS office for specific guidelines and procedures for opening a KV school.

How much land is required to open a Kendriya Vidyalaya?

According to the guidelines of the Kendriya Vidyalaya Sangathan (KVS Guidelines), a minimum of 2 acres of land is required to open a New Kendriya Vidyalaya (KV) in all urban and suburban areas. However, in metropolitan cities, the minimum requirement is 4 acres of land.

In case the land is not available in a single plot, the KVS may consider multiple plots, provided they are contiguous and fulfill the minimum land requirement criteria. The land should also be clear of all encumbrances and should be legally acquired.

It’s important to note that while the minimum land requirement for a KV is specified, it is always better to have a larger plot of land for the school to accommodate the necessary infrastructure, such as classrooms, playgrounds, laboratories, libraries, staff quarters, etc. This would provide sufficient space for the students and staff and enable the school to provide better facilities and education.

Guidelines & Conditions for opening New Kendriya Vidyalaya

Proposal for opening of new Kendriya Vidyalaya (Central School) is considered only if sponsored by one of the following:-

(1. a) Ministries / Departments of the Govt. of India.

(1. b) State Governments.

(1. c) Union Territories Administrations.

(1. d) Organization of employees belonging to the eligible categories.
(2) Free of cost land defined as under:

The Sponsoring Authority will be liable to identify and demarcate adequate and suitable land as per aforesaid norms, free of cost for its transfer in favour of KVS. The identified and demarcated land should be transferred to KVS on lease or permanent transfer prior to opening of new Kendriya Vidyalaya.
